Job Description:
The Capital Planning Group within Citi Treasury is responsible
for all aspects of capital analysis, forecasting, and planning for
Citi, providing programmatic leadership for the firm's capital
ratios; Comprehensive Capital Analysis and Review (CCAR); and
Recovery & Resolution Planning (RRP). In achieving these
objectives, the Capital Planning Group partners with colleagues
across Finance, Risk Management, the businesses, and other
corporate functions to ensure capital measures are compliant with
Basel and other regulatory guidelines, forecasts are reliable and
actionable, capital is utilized efficiently, and the regulatory
plans that are outputs of these activities demonstrate the strength
of our capital planning framework and associated governance. The
organization spans the full capital planning continuum, with the
Head of Capital Planning reporting to the Citi Treasurer. -Capital
Planning- Business Function Descriptions:Capital Forecasting &
Analysis (New York and Tampa):
- Responsible for estimating projected capital measures in both
business-as-usual and stress environments (CCAR/DFAST), which is
then used in business strategy, including:
- Capital Return Actions: Share Repurchases and Dividends
- Extension of credit or the amount of Trading Book exposures
that can be accommodated
- Following activities / management information are performed by
this unit which facilitates the discussions on business strategy:
- Measurement / adherence to Capital Goals, in partnership with
the Capital Management organization
- RWA Forecasting of the following RWA Risk Stripes: Wholesale,
Retail, Derivatives, Secured Financing Transactions (SFT), Equity,
Market Risk and Securitization.
- Forecast capital ratios for both Citigroup and CBNA (e.g.,
CET1, Tier 1 and Total Capital)
- Develop and understanding of regulatory developments and
incorporate the methodology changes into the forecast when
relevantCCAR / Stress Testing (New York):Responsible for overseeing
and coordinating the activities of all work streams for CCAR/DFAST:
- Communicate regulatory guidance and expectations
- Coordinate end-to-end CCAR/DFAST execution, including the
CCAR/DFAST capital adequacy assessment, ongoing remediation, and
off-cycle capital adequacy assessments with CCAR workstreams, by
participating in ongoing Capital Planning Group and/or
workstream-specific senior governance group meetings
- Monitor adherence to relevant Capital Planning Standards and
procedures
- In cooperation with relevant stakeholders and contributors,
draft the Capital Plan
- Facilitate review, challenge and approvals from Senior
Management and the Board, as required by the Capital Planning
Standards
- Coordinate the CCAR/DFAST examination, and escalate emerging
issues as neededRecovery & Resolution Planning (RRP) (New York):
- Responsible for executing the recovery and resolution planning
strategies in coordination with key stakeholders through
development, execution, and submission of the Citigroup and CBNA
Recovery and Resolution Plans, pursuant to supervisory rules and
guidance, as follows:
- Serve as the central point of contact within the firm for
understanding and interpreting RRP-related regulatory rules and
guidance
- Establish and socialize Citi's approach to address RRP-related
regulatory rules and guidance across the organization
- Establish and execute the Material Legal Entity (MLE) / Core
Business Line (CBL) / Critical Operations (CO) designation process
for Citi, globally
- Develop hypothetical recovery scenarios for the Citigroup and
CBNA Recovery Plans
- Establish clean funding lines to deliver the required capital
and liquidity to Operating MLEs
- Drive alignment of Citi's US Recovery and Resolution Plans with
international Recovery and Resolution Plans mandated by local
jurisdiction supervisory authorities
- Monitor and manage the resolution capital metrics (RCAP and
RCEN) framework and reportingCapital Transformation (New York and
Tampa):
- Centrally deliver Citi's commitments pertaining to Article VIII
of the OCC Consent Order and paragraph 3(b) of the FRB Consent
Order, which both relate to transformation of capital-related
capabilities---. Responsibilities include:
- Capital Chief Data Office & Infrastructure: Serves as a
Discipline Level Data Function connected to the Finance Chief Data
Office, to implement the Data Operating Model by owning data
requirements for RWA and Planning, capturing, managing and driving
remediation of data concerns, and driving to target state
architecture and strategic enhancements engaging with Finance and
upstream stakeholders; Develop, administer, and monitor metrics to
demonstrate risk reduction from the implementation of the data
policy for RWA and Planning - -
- Capital Governance Transformation: Manage development of and
adherence to effective governance over capital planning and
calculations; Provide central connectivity to other CO Program
Groups; Develop processes that connect with BAU governance teams
(e.g., Capital Planning Governance).
- Basel Transformation: Develop a well-controlled and governed
set of processes to produce, report and monitor Citi's regulatory
capital measures and RWA under both Standardized and Advanced
Approaches.
- Planning Transformation: Build out the quarterly multi-year
multi-scenario forecasting process as a common platform supporting
both periodic assessments of Citi's capital adequacy and Citi's
strategic & operating planning needs; drive transformation
throughout the FP&A and Capital Planning teams to improve
forecasting processes and analytic capabilitiesCapital Planning
Governance & Controls (New York and Tampa):
- Responsible for developing and enhancing governance processes
to improve efficiency, transparency, and control, as well as,
ensure alignment with Citi standards and compliance with key
regulatory requirements. - -
- Partnering with key stakeholders across Citi to oversee the
submission of the CCAR and RRP annual plans as well as the
successful execution of Basel regulatory changes
- Engaging with various groups across Citi to -drive risk
reduction efforts -and report on a comprehensive inventory of
issues impacting Capital Planning
- Partnering with internal Capital Planning stakeholders to
ensure the appropriate risk and controls are governed across our
various functionsCommunications and Finance Office (New York):
- The Capital Planning Communications and Finance Team (i)
manages Capital Planning's engagement with regulators; (ii)
coordinates production of internal presentations to Citi senior
management and the Board; and (iii) oversees Capital Planning's
headcount management, Continuity of Business (CoB), Records
Management, and other matters, including financials and
budget-related processes.Responsibilities:
- Performing in-depth analyses and enabling problem solving
within respective Capital Planning business function
- Working with large data-sets and translating into presentations
for management consumption - - - - - -
- Supporting Capital Planning management to "tell the story" as
to how and why Citi can take confidence in its processes and
outputs, and how those processes can improve over time
- Delivering thought leadership and supporting the implementation
of changes necessary to enhance Citi's capital planning processes
and satisfy evolving regulatory developments, including but not
limited to criticisms articulated in the recent Consent Orders
- Enabling continuous improvements by partnering with leads and
senior stakeholders to proactively design solutions for identified
weaknesses or gaps, in order to mitigate risk
- Developing a strong working relationship across the
organization in support of their individual responsibilities and in
support of a holistic framework in which the firm executes its
collective capital planning responsibilities
- Interacting closely with members across the organization in
multiple locations on a regular basisQualifications:
- Past background in capital planning processes, including RWA,
CCAR and RRP is a plus
- Excellent communication skills, including well-developed
verbal, written and presentation skills -
- Creative skills necessary to craft persuasive, well-researched
narratives for management consumption
- Strong attention to detail with proven ability to distil
complex ideas into simple stories
- Previous experience(s) in Treasury, Financial Planning &
Analysis (FP&A) and/or Controllers functions is preferred

- Comprehends the importance of governance, controls, and legal
entity considerations
- Past interaction with Financial Regulatory stakeholders or past
work experiences at a Regulatory body is a plus
- Strong basic understanding of capital markets and/or
institutional banking are preferred -
- Basic understanding of Basel capital rules is a plus -
- 3+ years of proven experience in driving results with a very
strong understanding of the financial services industry
- Strong instincts and ability to apply independent judgment to
historical business practices, with a proven ability and
willingness to challenge the status quo
- A self-starter with ability to independently manage work and
drive multiple deliverables concurrently
- Ability to gain consensus and agreement across disparate
functions, products, -and geographies
- Must have ability to stay ahead in a constantly changing
environment
- An undergraduate degree is required, preferably in Finance
and/or Accounting. - An MBA, CPA or CFA is a plus.
- Advanced Microsoft Office skills
- Knowledge of advanced technological / digital tools (Tableau,
MS Power BI, Python, etc.) is a
