SummaryDuties: Works with Budget Analyst to formulate, justify, and execute medical center budget. Budget Technician will ensure control point balances are reconciled, provide customer service to all service lines concerning control point allocations and obligations. Maintains accurate records and controls to ensure costing is correct. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Time-in-Grade Restriction - Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service.Time in Grade applies to advancement to a General Schedule (GS) position in the competitive service by any individual who within the previous 52 weeks has held a GS position under non-temporary appointment in the competitive or excepted service. You must indicate on your application the time period that you meet these time-in-grade requirements. For example, state "I was employed as a GS-5 in a permanent position for the period (list the period using month/day/year to month/day/year). If you fail to provide this information, this office cannot verify that you meet the time-in-grade requirements and you may be found ineligible for this position. Specialized Experience: GS-06 - Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: preparing expenditure, obligation and fund reports via excel or access platforms, researching policies and regulations, maintaining accounting data and providing quality customer service. GS-07 - Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with researching policies and regulations, analyzing large amounts of data, experience with maintaining accounting data for a variety of services, performing reconciliations to ensure correct funding and obligation, experience with control point activities and providing quality customer service. There is no educational substitution for the GS-06 or GS-07 level. You will be rated on the following Competencies for this position: Budget AdministrationFinancial AnalysisFinancial ManagementFinancial SystemsPrinciples of Finance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is of a sedentary nature. Some occasional walking and standing is required while consulting with personnel in other services. Duties regularly involve carrying light files, computer printouts, etc., for short distances. Work is performed in a normal office setting. Work site is properly heated, lighted and air-conditioned. Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-06 position you must have served 52 weeks at the GS-05 level. For a GS-07 position you must have served 52 weeks at the GS-06 level. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
